Law, Policy and Ethics Core
CIRA's Law, Policy and Ethics (LPE) Core fosters the development of policy and legal research and ensures that CIRA affiliated research is consistent with legal and ethical standards. In general, the Core strives to provide a venue for scholarly exchange among faculty from diverse disciplines, staff from community-based organizations, and policymakers, on legal, policy, and ethical issues relating to HIV/AIDS prevention. The Core's specific aims include:
- Facilitating the development of new and ongoing interdisciplinary research with a focus on law, policy, structure/context, or human subjects research ethics.
- Advising CIRA scientists about developments in HIV-related law and policy, and their research implications.
- Ensuring the translation and dissemination of CIRA’s research findings generally and to policymakers.
- Making certain that all CIRA affiliated research is conducted in accordance with the highest ethical and legal standards.
The Core has three active working groups: Addictions, Mental Health and HIV/AIDS; Structural Interventions; Law & Public Health. The Core also organizes mini-conferences to bring small groups of experts together for focused discussions on Core related topics for such purposes as developing guidelines, recommendations, or papers for publication or fostering new research collaborations. In addition, the Core produces a policy update series on current topics of interest.

The LPE Core offers a variety of services to CIRA Affiliated Projects and Scientists, and community partners, including:
- Required ethics consultations
- Other Core consultations
- Research and preparation of policy updates and analytical studies
- Identification of policy, legal, and ethical research topics
- Assistance with preparation of grants in policy, legal, and ethical research
- Organization of mini-conferences (See Mini-Conference RFA for more information.)
- Maintenance of information on human subjects training and protocol approval
- Contact information for key CT policymakers and committees
