BMS NGO Institute Pilot Evaluation

Bristol-Myers Squibb (BMS) Foundation's "Secure the Future" (STF) program staff and the regional Technical Advisory Committee (TAC) recognized the need to build the organizational capacity of non-governmental organizations (NGOs), working in HIV/AIDS, in three areas -- management, leadership and governance. Consequently, the virtual NGO Institute was conceived as an 18-month pilot initiative and launched in five countries -- Botswana, Lesotho, Namibia, Swaziland and South Africa. STF requested Yale's Monitoring and Evaluation team to lead an external evaluation of the pilot initiative: to assess the concept, progress and structure and make recommendations regarding its continuance. The 5-person international evaluation team was led by Dr. Kari Hartwig -- a CIRA scientist and included Dr. Debbie Humphries, lecturer in EPH/Global Health; Zethu Mathebani, University of Pretoria; Jagadananda, Civicus -- South Africa; and Eva Weitz, Namibia Law and Human Rights Group. Using structured interview guides for NGO Institute organizational participants, government representatives, advisory board members and STF staff, the team met with each of the five-country consortium over a two-week period in June 2004. Key findings included the innovation of the concept for NGO Institute, challenges in local consortium formation and role definition among organizational partners, varying degrees of commitment to and ownership of the NGO Institute by organizational members and government advisors were evident. Each consortium had developed draft curriculum in management, finances, and governance with significant duplication across the five sites, yet each had met its primary objectives to develop the materials and deliver trainings within a short time frame and with an under-allocation of resources. The evaluation identified key personnel (e.g. BMSF program coordinator) that played an important role in maintaining networks while also noting problems in administrative and financial management by BMS and agencies delivering technical assistance to the consortium in evaluation, marketing and team building. The overall recommendation of the evaluation team was to continue to support the further maturation and development of the NGO Institute consortiums in each country and to have continued oversight by a Steering Committee that would establish systems and processes to share lessons and materials among the five NGO Institutes to reduce duplication and maximize partnership development and government support.
